Dirty Region Log daemon

A daemon that maintains a persistent bitmap of dirty regions for each protected LUN. The DRL daemon coordinates DRL cleaning cycles with the host splitters, delivers Consistency Group checkpoints to the TimeStore daemon, and is responsible for initiating blackout windows and partial resyncs.
